Community Action EAP knows how difficult it is for employers in these days of uncertainty-- with an ever changing marketplace of ideas and expectations-- to maintain a productive and reliable work force. An Employee Assistance Program offers employers an effective means by which they can retain their most valuable asset--their employees. Most employers report that they are deeply saddened when the job performance of an experienced, well trained employee falls short of expected work behavior. The effect of poor and mismanaged employee productivity on the job is costly to coworkers who have to pick-up the slack, to managers who spend more time dealing with problems than finding effective solutions, and to the overall outcomes of the organization.

Community Action EAP carries the philosophy that employers are more interested in retaining their currently qualified, trained employees than in replacing them and that helping these current employees maintain the expected job performance standards can be assisted effectively by an employee assistance program--one like CAEAP which centers attention on resolving issues.

CAEAP seeks the following goals in implementing an employee assistance program. All of which are derived from the employer's investment in human resources:

* To provide employees and family members with professional, confidential and effective assistance in coping with personal problems and difficulties.

To provide a means to managers/supervisors, unions, and employee associations by which they can address and deal with job performance problems which may be based in personal issues--allowing them to stay on safe-legal ground in accordance with regulations such as ADA.

To provide a systematic communication process for dealing with personal issues through the Employee Assistance Program, emphasizing the ease by which people can access confidential assistance to resolve personal problems.

*
To assist those employees whose job performance has been adversely affected by personal issues to return to acceptable job performance levels.

To act as an early intervention resource to troubled employees as a means of assisting organizations in containing the cost of benefits related to personal problems affecting job performance. Of particular concern are the costs involved with unnecessary utilization of medical benefits, long-term disability, and job stress workers' compensation claims and those occurring from absenteeism, tardiness, accidents and poor decision-making or judgment, etc.

The outcome of CAEAP's effect can be measured in terms of the following:

1. Reduction in sick leave usage
2. Reduction in the impact of stress-related factors
3. Reduction in the need for corrective and adverse job action against employees
4. Reduction in the cost and utilization of employee health benefits
5. Reduction in workers' compensation claims and related costs
6. Reduction or stress-related disability and retirements
7. Reduction of organizational liability issues surrounding ADA, negligent retention, negligent supervision, negligent infliction, etc.
8. Increase in perceived employee morale
9. Increase in perceived productivity of employees by management

CAEAP, your Employee Assistance Program, provides confidential professional assistance to help you, as an employee of a covered organization, and your family members. Besides being confidential, the program is voluntary. The entire program is designed to allow the employee and the family members to seek help for resolving personal issues on their own.

The EAP can assist you and your family members on resolving a wide-range of personal issues. The following presents a few of the general areas in which we can help people to resolve troubling issues.

 

Coping with difficult people and situations
Drug/alcohol misuse and abuse
Effects of Caregiving
Emotional distress
Emotional/behavioral
Family conflict
Financial issues (planning, budgeting, retirement, credit, etc.)
Legal issues
Locating child care resources
Locating elder care resources

Parenting, step-parenting

Working for progressive organizations, as you do in this case, means that your employer has chosen to provide the services of an Employee Assistance Program to their employees and family members. Such organizations usually see it as conducting good business, promoting workplace productivity and safety, and mainly because they care about their employees.

As mentioned, each person's involvement in the EAP is maintained as confidential and voluntary. The employee or your family member can initiate help through the EAP by calling the toll-free telephone number. EAP assessment services are free of cost to the employees and their family members who are covered for participation in CAEAP through your employer.

EAP assessment for behavioral and mental health issues is face-to-face focusing on problem identification. If the problem cannot be resolved in assessment, a referral for ongoing care or resources will be made by the EAP. Following assessment, the appropriate course of action is determined, and alternatives and resources are provided to the client as options to implement. When ongoing assistance is required, the EAP makes referrals to professional agencies and programs and clinical practitioners in one's community--making assistance geographically convenient for people to follow through on the help they need.

The EAP works with clients to minimize the cost of referral services. If professional counseling and therapy is needed beyond the EAP assessment, the employee's regular health insurance and/or other identified benefits will be considered a primary option. The cost of referral services and resources is a matter of the client's responsibility; however, many such services are usually available in one's community on a sliding scale basis with a variety of payment options.

As a program participant, a crisis help line is available to you and your family members to call toll-free for assistance 24 hours/ 7 days a week. For emergencies requiring the assistance of police and fire departments, you should always call 911 immediately in your area.

All EAP assessment and treatment referrals are confidential. CA/EAP and its representatives adhere to all federal, state, and professional statutes governing confidentiality and privacy.

However, there are limits to confidentiality and four areas are subject to disclosure by the EAP without written release from the client: 1) when reporting child abuse or elder abuse, 2) when relating information about being a risk to oneself or others, 3) when relating the intention of illegal acts or threats to the organization, other employees, or the EAP, and 4) when a supervisor makes an employee referral to the EAP as one resource for educating an employee on an area specified for improvement, information about the employee contacting the EAP and the employee's decision to follow through on using the EAP will be communicated to the designated supervisor. Further, no information of any kind will be provided to third parties, with or without authorization, pertaining to cases of legal claims, litigation, disciplinary action, or otherwise without a court order.

Publicizing the EAP or maintaining visibility of the EAP and its services in any organization is an important function to perform in an ongoing manner. CAEAP has developed an effective set of EAP literature: such as a client information brochure, wallet cards denoting the toll-free number, wall posters denoting the toll-free number, supervisory handbooks, annual master set of payroll inserts. CAEAP works closely with each organization on its specific needs in this regard and several srategies have proven to be effective in promoting the usage of the EAP:

* Employee orientation/reorientation program,

* Providing a sample introductory/reacquaintance program letter to be implemented from a designated organizational official ,

* Option of EAP advisory committee,

* Supervisory training,

* Wellness seminars,

* Publicizing the EAP in organizational communication meaningful to the employee, i.e. newsletters,

* Printed promotional material as stated above.
